Salt Tree Advisory and sub-consultants, Ellyett Architecture and Interior Design, have been appointed by Port Stephens Council to deliver the Precinct One Masterplan for Halifax Holiday Park — the first stage of a broader, staged redevelopment strategy for one of the Hunter Region's most established and well-patronised coastal holiday parks. Halifax sits on Crown land at the edge of Little Beach and Shoal Bay Beach, and is part of the Port Stephens Beachside Holiday Parks Group, which generates vital non-rate revenue for Council, supporting local employment, infrastructure investment, and year-round regional visitation.

This engagement will establish a clear design and investment framework to guide the future of Precinct One — optimising site yield, upgrading accommodation typologies, strengthening accessible connections to Little Beach's new public infrastructure, and ensuring the precinct is positioned to attract and retain visitors across all seasons. The masterplan will also define a viable, staged delivery pathway aligned with the Halifax Holiday Park Plan of Management, Crown Land requirements, and the NSW Local Government (Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021.

Salt Tree Advisory is proud to bring its deep experience in Crown land tourism planning, holiday park strategy, and staged precinct delivery to this project — ensuring the vision is not only compelling but commercially realistic and approvable.

Scope of work includes:

  • Detailed Site and Context Analysis — reviewing planning documents, occupancy performance, environmental conditions, infrastructure and utilities, accessibility, and landscape character to establish a clear evidence base for design decisions

  • Concept and Detailed Precinct Masterplan — developing a minimum of two concept options before refining a preferred masterplan with detailed plans, coastal-appropriate materials and design palette, landscape design with species selection, and accessible DDA-compliant design solutions

  • Accessibility and Movement Plan — mapping pedestrian connections to Little Beach's new accessible infrastructure, traffic and movement planning, and a wayfinding and signage framework to improve guest flow across the precinct

  • Staging and Implementation Framework — a logical, infrastructure-aware sequencing plan that minimises operational disruption, protects revenue during delivery, and charts a clear 3–10 year redevelopment roadmap

  • High-Level Cost Estimate — providing Council with credible capital investment guidance to support future budget planning, business cases, and staged funding decisions

  • Presentation to Council Stakeholders — a formal presentation of findings and recommendations to Port Stephens Council staff and decision-makers

The work will be underpinned by targeted stakeholder engagement including Port Stephens Council's Disability Inclusion Advisory Panel, Destination Port Stephens, Destination NSW, and CCIA NSW — ensuring the final masterplan is grounded in both community expectations and broader visitor-economy trends.
