Jacinta Disability Services Centre, Hera, Timor Leste
Salt Tree Advisory is providing project management support (pro bono) for the delivery of the Jacinta Disability Services Centre in Hera, Timor Leste.
Background. In 2006, Kids Ark, a Timor-Leste-based NGO, launched the Liman Hamutuk program to support people with disabilities and combat the discrimination and social exclusion they face. The 2012 establishment of the Liman Hamutuk Rehabilitation Centre marked a significant step forward, offering physiotherapy, rehabilitation, literacy education, and life skills training. Today, with demand exceeding capacity, Kids Ark is expanding its vision.
With the support of generous partners, Kids Ark secured a 4,000 sqm block in Hera to develop the Jacinta Disability Services Centre and increase their support capacity. This project aims to provide comprehensive health, education, and vocational services to one of Timor-Leste’s most marginalized populations.
The Project Scope. The Jacinta Disability Services Centre will be a hub of empowerment, offering:
Rehabilitation & Physiotherapy Building: Providing speech therapy, physiotherapy, and tailored rehabilitation services.
Training & Community Development Centre: Vocational training, literacy programs, and self-development workshops.
Elon Respite Home: Temporary accommodation for individuals and families undergoing treatment.
Accessible Sports & Outdoor Facilities: A wheelchair-friendly sports court and safe recreation areas.
Community & Peace Gardens: Training in sustainable agriculture to promote self-sufficiency.
Project Status. Works commenced on site in August 2025, with first buildings operational by late 2025. Staged delivery of works will continue throughout 2026.
